I'm a freelance designer starting out. I'm currently creating a website for someone I know over the internet, and I'm terrified that they aren't going to pay me! I've uploaded their site with their details. But they have changed the details and not paid me. Should I have created some sort of contract? I'm so confused and worried now.

You could always pull the site down until they pay, it’s your design until they pay you for it!!

In future, always cover your back - either put together a little contract with payment dates etc OR take a 50% payment initially, any client worth their weight should be comfortable with this, OR hold back the design until they have paid you for the work.

Unfortunately it sucks when this happens, if you stil get no joy, and you have the person’s details (name, address, phone number etc) then you could always go to the police, it may sound intense but at the end of the day it is tantamount to theft - you may have to go through a small claims court, but at least it is something you will learn from.
